Baja California approves measure to criminalise drug-facilitated incapacitation

The state congress approved the measure by 18 votes, with two abstentions. On 22 October, Baja California’s congress approved a measure to add drug-facilitated incapacitation to the state criminal code as a standalone offence. It combines proposals by legislators Adriana Padilla Mendoza and Ramón Vázquez Valadez.
